Kaio actually states this outright IIRC during the afterlife tournament after Goku goes SSJ against Pikuhan. Yeah, I base that idea off the assumption that all of Goku's techniques are significantly improved upon at SSJ4 moreso than in previous forms. But let's say you had to go to a place that happened to be abandoned. I'm guessing it would be pretty inconvenient, though, since it's suggested (when Goku's trying to sense out Bulma's ki in the Buu saga) that it's harder to sense out the ki of weaker stuff. But if we're being technical about it, can't someone be able to sense out the ki of more minor things like plants and bugs? He then adds on, saying that he can't "transmit" himself to another place if it's deserted (nobody there means no ki to sense out). When Goku explains Instant Transmission to everyone else, he says something like he needs to be able to sense out another's ki at that place in order to well.
